not sure what exactly you want translated, but yes, it does say the car was delivered in Germany under a tourist program.

The canadian forces thing means it was bought by a soldier over here, back then cars were sold through the canadian exchange, it had something to do with taxes. It was surely a U.S. soldier.

on the list part of it, that is the Booking number for a dealership to charge for the cleaning, an handover work when a vehicle arrives- mounting the license plates, removing plastic, checking fluids, removing shipping blocks out of the shocks, ect........
