    To offer refund or not?

Hey guys, kind of having a weird transaction going on. I'm not used to this whole "refunding" thing since I've been selling things on the internet since February 2004 (according to my eBay) with absolutely no problem (100% transaction rating since 2004 plus lots of rep on here and other forums). I have no problem giving the guy a refund but I'm just wondering if it's reasonable to?
    Here's the listing:

Vague description on my part, "what you see is what you get" kind of deal. Then there's a picture with a link where you can view the picture larger. No big deal.

FakeSupreme purchased my fogs immediately, $40 paypal. Sweet, awesome, very quick payment. I told him I'd get them out ASAP, which of course means As Soon As Possible. I had to do this all on my finals week and pre-holidays which was kind of frustrating so they indeed got out late, which he understood. That wasn't the problem.
When he received the item, he stated there were glass shards inside the cracked fog light and the oval piece on the passenger fog was out of place. He is very unhappy with the condition of the fog. He has yet to put them on his car because he was planning on darkening them out with tint.

He sent me these pictures which show just as much as the picture I posted on the for sale thread (when you click on the link and show the 'large' format of the picture):

Now he wants his money back because he thought the fogs are in working condition, which are not stated in the for sale thread, because frankly I don't know if they are or aren't, they've been sitting in my basement for a bit and the description does not state so, nor did he ask. I don't know if when you plug them into a car they'll shine but neither does he.

I'm not quite sure entirely what to do, I have no problem returning the money, I'm not about to pull a Vlad haha but I just want to see if it's reasonable or necessary since I've never dealt with a refund before.
This is not an argument thread at all so I'm not getting on FakeSupreme's case, he's a good guy and communicates well!

Well the fogs are just housings/lenses. All the electronics regarding whether or not they work will be determined by the wiring in his car and the bulbs. When they look as shitty as yours, I would just expect to put new bulbs in.

You posted pictures and the condition is pretty apparent.

you should only refund the money IF he returns the fogs. how can you refund something when nothing is returned?

I say no refund / caveat emptor because the buyer had every opportunity to ask the appropriate questions and request more pictures as to not be surprised by the condition not meeting expectation when the parts arrived. I say partial refund if the parts were damaged during shipping and the packaging wasn't as Downy soft as it could have been.

Honestly, I wouldn't have bought them from you in the first place, purely because of your posting. Small pictures showing no detail and almost no description. That's a sign to run away for me (shady).

That being said, if the guy who bought it didn't ask for more pictures or information, that's his own fault. You are in the clear. I got burned on buying a part one time several years ago for the same thing. I bought a part with out asking for better pictures or more info and just sucked it up and since it was my fault. Never have done that again though.

true. But before you refund his money back, make sure you get your item back. he can pay for shipping.

I would maybe refund him half. Are any of the parts usable? Could he in theory , put new bulbs in, new lenses in, and have good working fogs?

Lolcantturn is good people. He doesnt want to screw anyone.

Hmm, everything you posted in that thread is exactly what I've said in this thread. Unfortunately, I have nothing to hide at all hence why I posted this thread with exactly the same information you provided in that thread.

As far as the shipping and packaging, it was well packaged "as ghetto as it may be." Grocery bags layered over the top of the lens and the side, then that cardboard piece was used to prevent the lenses from moving around the box (It was pushing up against them) so that's that.
