No. It must be mounted in the factory location. I got 2 tickets in one week for my europlate. I put the US plate on, got them signed off and put the euro plate back. it depends on how bad of a mood (or how low on his quota) the cop is that day. Most don't care usually. I have had my plate on for almost a year without any problems. Even on my last vehicle, I didn't have a front lic plate and had no problems.
I live in San Jose. San Francisco might be a little different, but the few times I've gone there, I have had no problems.

Just for the record its just for a weekend so thats why its just a quick fix. and i have rocked the euro for over 2 years in southern california without ever getting pulled over. And about growing balls thats why i am going to san fran, to see my girl i havent seen for 3 weeks. no girl=no love=no balls. hehe
