                Well since the term doesn't show up in any conventional dictionary as of yet, I'm not going to be able to quote you the textbook definition.

                But you ask any legit rat builder/owner, and they'll tell you a late 70's BMW missing it's fenders and hood isn't a rat rod. That term has been bastardized to its limit ever since everyone started calling Rusty Slammington a ratrod.

                The vehicle next to it is a ratrod. The 2002 might have a ratrod "look", but that's about where it ends.

                  thats viable enough for me i guess just cause your sir janderson the almighty ill change it to something like euro-franken-rod. lemme know if that doesnt suit the car a bit better

                    Maybe not a dictionary, but it's recognized by the worlds favorite encyclopaedia.

                      The term Rat Rod is a byproduct of the redefinition of the term Hot Rod. Origionally Hot Rod refered to a car that was customized to be fast but was not necessarily that nice of a car, things not essential to speed were much of the time removed. The modern term Hot Rod has a similar meaning, but with the small change that the car in general is much nicer; interior and paint are no longer skimped on and the modern Hot Rod is not only a fast car, but generaly it is a fairly comfortable one. Rat Rod is a more recent term. As Hot Rods in general became nicer and more expensive, people started to refer to cars that followed a more traditional definition of Hot Rods as Rat Rods. As time progressed, Rat Rod began to refer to a more stripped down Hot Rod where everything not essential to the operation of the car was forgone and money was only spent on things to make the car go faster. Rather than painting the car, a rattle can primer job is used, any nonessential interior is stripped out and thrown away. Bang for your buck is the name of the game with a true Rat Rod. Many people mistake Hot Rods done with a Rat Rod style for Rat Rods.

                            Why cant a 2002 be a rat rod? Only American cars of a certain build date can be rat rods? What part of the phrase "rat rod" excludes European or any other cars from falling under the category of a "rat rod?"
                            The term rat rod refers to a stile, how the car is built, and what it is used for. It refers to a function over form stile where the car is meant to be driven hard instead of trailered from show to show. It refers to a car that has been built in a way that is not true to its original form, and uses parts from other makes and models. I think this 2002 falls in the category of rat rod fairly well.
                            That 2002 has had a shit load more work done to it then just having its fenders and hood lifted. I see a custom frame, roof chop, and custom molti link suspension among many other things. That sounds like every other rat rod build I have seen.
                            I can see why an American rat roder would get his leopard print RF panties all up in a bunch if some kid came along and called a 2002 a hot rod, but really any car that is built in a rat rod stile and form can be a rat rod weather it is a BMW, VW, or Ford model T.
                            I agree that a rusty hood and and some road signs as floor boards dont cut it as a rat rod but this car has a lot more then that going for it.
