potential.
My first car was a MKII Golf w/ the 8v and a busted headgasket. got it for free and drove the shit out of it for a year before I bought my first E30.. fun car to drive, 250k miles and all.. did a lot of trail driving on logging roads in the Appalachians and it took it all in style.

cheaper if you figure out why it doesn't run then buy it before you get it running. ;). The paint looks bad, it's been sitting for a long time.. the wheels look nice. no idea about condition of the interior or any mechanical part on the car... all that considered I wouldn't offer him more than $1200.. thats around what you know you could get parting the car out w/ wheels and (recaro?) interior/parts.. if the car is non-running start much lower. Good condition MKII GTi's (with decent paint, good engine, no obvious mechanical issues) can be had around $3k.. really nice $5k.. these cars are similar in price to non-M E30s.. similar enthusiast base too.. though e30s are much more fun to drive imo haha.
edit: price it lower if it's an 8v.. the 16vs are more fun and more desirable..
