    The guy on the right also appears to have one of those cheesy traffic camera plate blockers not sure if that would make any difference to the state though

                                                    You could always ask them for a high res image so you can prove to them that it is not your plate.

                                                        I looked closely in PS and there isn't any identifying picture data where the "state" should be on the plate. However, I'm leaning less towards Jersey, maybe more towards NY.

                                                        In your favor though, more than just the "R" is very and obviously different. The 3, for example, is another obvious difference.
