Anyone in the CA area can help out a bud with a DMV problem?

Its not BMW related, but where all car guys and a buddy of mine on the Mopar forum is having issues with the CA DMV and getting a title for his car...normally it would just take some paperwork and some time but hes shipping it to AUS and assumed he would be able to take care of things in a timely manor (yes dumb move on his part, no need to flame) so heres the situation

Figure theres plenty of CA guys on here and maybe someone has some insight or a connect in the DMV and he can get this sorted...
