A long screw driver inserted and rotated from the from of the car will pop the hood with or without a cable. So if you don't want to repair it simply carry a long flat tip screwdriver to pop as needed.
When I do this repair I just take some duct tape and use the old cable to fish the new cable. You duct tape tightly one cable BUTTED up against the other cable at the very end of the old one then pull the old one through to the other side, until you get to the new one. discard ductape

the cable being pulled releases the latch, the the tension of it being pushed back to resting position locks it into place???

The spring on the lock pulls the lock back into position. The cable is just that nothing more than a cable.

If the cable is stuck in the open position, the hood won't latch. A dirty latch will put excess load on the cable, potentially causing it to break, then stick open do to grime and grout holding it open. When you put the new cable in, pull the latch out and clean it.
