You dont even want to know how many soldiers I've come across that dumped a fist full of cash in a euro car, just to realize they arent getting it to the states, and sell it for nothing when its time to go.
if it's an 83 or 84 323i or 320i then it's over 21 and doesn't need EPA just DOT. Looking at $3500 for mine when all is said and done.

I didnt read all the options but whatever involves you getting the car in the 2nd picture do that. I suppose thatd be option 2. Enjoy.

yeah, court, Ive been hearing you say that for months now????? where is the car?
EPA really isnt a problem. Most of these cars are CAT. cars anyway, and its about 120 euros to make them euro 2=to the states, cold start high idle.
It cost 1300 dollars just to ship a mini cooper over to SC for my best friend amonth ago, hes got his car already.
like I said, ship something old, and dont worry about any beatdown euro E30s, rent a small container and fill it with the crap you want.
