Verizon adds the EMIED(also known as ESN) or other Unique serial for the specific radio in the cell phone to a database. That way when someone wants to activate it again, it comes up in the database as stolen/cant activate etc. Basically a way of bricking the phone on the backend.
You will see alot of ebay or craigslist say "CLEAN ESN" which means it will activate for whoever purchases it. Just a way of saying "not stolen" if you ever want to buy a phone off craigslist, you can call the carrier with the ESN to make sure its not stolen before you buy it, that way your not buying an essentially bricked unusable phone. Smartphone becomes a palm pilot basically since it cant get data or service anymore :p
