what affects the HC readings? My car passed smog barely with HC (25 mph) two numbers below the max. All other categories were ok. 91 318iS new plugs (ngk) and mark d chip.

could either be too rich, or ignition system isn't working properly. Its basically HC is a measure of unburned fuel. Are you using larger injectors?

running 19 ibs 4 pintle injectors that i sent out to witchhunter. Also running a COP kit. I may have a vacuum leak though. The car stalls out sometimes feels like im running out of gas. Vacuum leak would cause it to run rich? correct?

Yeah, vacuum leak is a common cause. is your chip tuned for 19lb injectors? Does your exhaust smell like gas and you're getting bad mileage?

yeah when it runs bad the exhaust does smell like gas. the thing is that when cold it can hardly idle and when i go to take off it will bog down and almost stall out. but if i keep the revs up for a couple mins it seems to run ok. but the idle will be surging a bit.
