I've never had any problems, but I don't live in a new subdivision- hell, my house was built somewhere around 1901. People don't tend to try to rebuild cars in a backyard here though either(although for many years I worked mostly out of my carport), they rent old barns over here, but if someone would start rebuilding one on their own property, I doubt much would be said.
The Germans love to joke about how much "freedom" there is in the U.S nowadays.....
In the 90's my father and I used to restore cars in his garage in the suburbs of Chicago. Nowadays you can't even park a van with a company name in the driveway over night..... and god help if you don't have your porch light on at the correct time.

If guy comes back, tell sister to say hat is your name sir?" And write it down, then "okay XXXXXX, send a certified warning in the mail, so I know this is legitimate and you aren't some random Joe commiting a felony and impersonating a federal official or employee."
If real, its polite and will clear the air.

I finally got a picture of the scene
So I was finally able to travel down to houston and "clean up" the site. Which took all of 10 min and consisted of moving the atv, hiding the valence bumper and wheels, and hiding my little anne frank from the Nazi city of Houston. The green represents the car parts that were lying around.

However, if you want to fool the city and your neighbor, try and put wheels/tires on the car on jackstands. It might get them off your back. There is nothing trashier than a car on jackstands left that way for anymore than a day.
Double however, this is a quasi-free country and you can kind of do whatever you like. And I support your right to almost do anything you like no matter how much recourse I have and could apply towards you.

How abouts just getting a cheap car cover instead of the blaring cheap blue tarp. I bought one from ebay a few years back for ~$30 to my door and it was gray in color. At least it would blend into the surroundings. And for taking it off the stands, not sure about that. At least its not able to be towed as it is.
