Some journalist saw this from the freeway on his way home. since he lived near there, he drove over to film it and i think he called the cops. also, the idiot did over $2,000 of damage to the steps. so yeah, its criminal.

I never saw any damage in the video, but again I wasn't there so I'll take your word for it. In that case, yes he should be responsible for any damage. Although this isn't really on my criminal act radar one is responsible for what their actions cause.

I hope it's not something like tire marks that they are saying will cost $2000 to fix. If it's tire marks that the city is going to professional pressure wash and reseal all of the steps that the tires touch... and it's going to cost $2,000 for an inflated city bill... well I'd say that's not making the most of city resources.
