that price doesn't get you a clean i these days, let alone an m.
there's more to the story. and you don't want to find out after the fact.
ps - it's been said time and again, the cost of BUYING an m3 is not the problem. the cost of MAINTAINING and REPAIRING it is another story. This is far and away one of the most costly cars to maintain, between the rarity and high price of parts.
Please listen to us. If you have to ask if you should buy a $3500 E30 M3, you definitely should not. No offense, but the complete truth.

I would snatch it up if you can. Getting it back into great shape won't be easy....or cheap, but you will have a great car at the end.
An alternative would be to snatch it up and part it out.....there's more than $3.5K worth of stuff there if its a complete car. Only problem is a die-hard E30 M3 enthusiast may hunt you down if you tore apart a perfectly good car.

There is NO way there is an e30 m3 for sale for $3500 if all it needs is paint and and a rack. Those two are 3-5k even with showroom paint, and that puts the car at $8500. That is insanely low for an m3 with a fresh paint job and a new rack.
All I'm saying is, this car will need more work than they're saying, and you'd probably be better off buying a different one in better shape for more money, and not chase after all sorts of problems that this car has.
I read in an article somewhere - pay as much as you can afford for the best example you can find - less headaches, less work, and better end result.

OMG is 2k too much to pay for an e30 m3 that runs, with oxidiezed paint?
I say fuck no, and 3500? that shit BETTER have a clean title to make it worth anything.
But if u got some time to spare, and a good DD, then i say do it, and take ur time building up a sweet ride!
