Does anyone know if it's legal to tow a car with a car cover on it. I wanna put a cover on it before I move it. The paint damage doesn't matter

Why? What's the point if paint damage doesn't matter? Then why cover it?

Ever seen those Audis and VWs on the transports? I think if you can see the trailers lights or if you put tow lights on top of the cover it wouldn't matter. But then unregistered cars aren't supposed to be on the road under its own power or not, so they might think its unregistered or stolen.
