With today's market, a $500 car + $2000 in parts and labor makes a $4-5000 car. I'd fix it, most of the problems are not a big deal.

yeah....some of the items the op did not discuss would be the paint and interior condition. i am guessing(assuming actually) they are are both crap. i am also guessing there are plenty of other things the car needs that weren't mentioned. suspension, tires, axle boots.....
in my area, i don't see too many eta's for 4-5k. more like 3k at best for a good one.
i'm not saying that it can't be done in a financially feasible way. i've done it but we started with a nice body and good paint, half price junk yard parts, and a yard full of my own personal parts cars, LOTS of sweat equity, and less than 2 grand in cash.

OP those problems aren't big at all. If you do all the labor yourself it probably won't be more than $500 to fix all of it. Really the question is is the body and interior good? If so, save it, if not sell it and find a clean car, note that you will no longer be able to find a clean manual e30 for $3000 like som Neanderthals on this site would like to suggest. A clean manual e30 is closer to $5000 these days.

As other people have suggested, take the carpets out and see if it's worth saving first.
Assuming that the chassis is strong, I'd start with fixing things that will kill me and things that will leave me stranded, followed by things that piss off other people and things that piss me off or make it hard to work on the car.
From the OP list the first items on my agenda would be:
Lower radiator hose leaks coolant (Stranded)
Muffler is rusted and leaks (Not really a killer but if the rest of the exhaust is bad, then yep, Killer.)
Washed bottle and and motor are missing...?? (Slow Killer, you have to be able to see out.)
Wiring up front is partially cracked (Stranded), and you might as well fix;
Hood does not latch (zip ties for the win)
All the oil leaks are next. Leaking all over other peoples property is not cool, so either pull the engine and fix them all, or fix them one by one. Could be killer too. I had a car that leaked oil in such a dedicated and specific manner that it caught fire.
Replace the power antenna with a non-power one for the sake of your morale. It's easy and cheap.
All the defects listed are mostly labour costs. OP, your labour is cheap.
Why doesn't the power steering work? Bad rack is a Killer. Bad pump is just a muscle builder.
Are you sure about the brakes? OP, go stand on the pedal as hard as you can then fix the burst lines before you drive the car again.
Steering and brakes make the difference between avoiding a wreck and riding into it as an interested spectator. :popcorn:
