I wouldn't trust the refund because it's not directly related to the $1400 you originally sent him. You have a situation where you sent him money. Then several days later he sent you money, which happened to be the same amount. It's conceivable that he could later dispute the issue with either his bank or paypal.
Either way, you probably should have contacted the police as soon as you had his info. Late is better than never, and you may end up needing the report as proof of this situation. Besides, if it was just a misunderstanding, he won't be charged and will probably be motivated to be more transparent in the future. If he did try to scam you, he should have to deal with the full legal repercussions. (Try getting a decent job/apartment/anything as a felon)

Don't think for one second that this is all over once you get your "refund"
He is using other peoples accounts (presumably other victims) to refund you your money.
The police, and paypal need to be notified asap.

It's like watching Law & Order... but with E30 people! :D
Hope everyone gets their money back and this guy learns his lesson with the stiff hand of the law, it's the only way he wont take advantage of others.
