Getting the other half of the money might be as simple as going back to the court and telling them that the court-ordered money has not been paid. In some (all?) courts there is a method of recourse where non-compliant defendants can be forced to pay, through, for example: law enforcement removing funds from their bank account, or, barring that, seizure of assets which are liquidated at auction. This is called a "writ of execution". It might be worth Googling this term and seeing how it applies in your local court.
