I doubt it. assuming your engine isn't really loud or something.. It's usually illegal to drive without lights/markers, fenders and bumpers though. -

I drove my car for 2 min with the hood off after I installed my 2.5L... it was awesome watching the motor torque under load, and it sounded totally mean...
I doubt it is illegal, seeing as its not a structural part for impact safty, but I would worry about people messing with your motor, its an open invation to have your car messed with.'88 M3.2 S54 Lachssilber/Black

Dunno if there is a specific law against it here in California, but it could fall under CVC 38330 (unsafe vehicle; condition), which is a general blanket law that's used by discretion.Comment
