theres lots of cool stuff you can do for 4k. eyebrows,ebay headlights with angel eyes,all clear tails, the tornado, cone filter, silicone dual wiper blades. dont let these guys bring you down.
any of these mods will make you look like a baller and still stay in budget.

you can do alot with 3k and an e30

new suspension all around(shocks springs bushings and sways) would be less than 1k depending on what you get, new wheels depending on what you get could be around 1k plus tires would be around $500 so thats $2.5k then from there 500 left to do whatever else you can think of, of course these are very rough estimates and depend on your choice of components

I'm just going put Bilstein Front & Read Sport Shocks with H&R sport springs. The manual swap and hopefully some new wheels. Then maybe some new front seats and a tune up.

But where is a good place to buy rims and tires at?

Just remember any money that you put into this care you are not going to get out of it. I couldn't imagine dumping 4k into a car just because I had money to burn at the time. Only put the money into things that really matter to you.

On my car all I have done is maintenance and suspension. If I had to spend another $2500 to spend on my car id end up doing cheap wheels and good tires (rota slips are something like $500 for 16x8 et20), refresh the brakes, and then I would possibly think about doing a budget motor swap after doing 2 more years of research.

New rubber in your sub frame would be a good idea, If you paint is shot you could even get some body work done in your price range. If you interior is rough find some nice sport seats on the classifieds. It's really about what you want and what your car needs, its not about just spending money for the sake of a "mods list"

and yeah I was most likely only going to do a 5 speed swap, shocks and springs, and a tune up. Maybe put nice sport seats in it and some used rims from the classifies. It will come to 3k tops if that.
