There is only one thing about that manifold that disturbs me. Too many welds!

It's not uncommon for the turbo DIY'ers to build exhaust manifolds like that using weld els. I would agree with you that if the person's welding skills are not up to par, it would be better to go with the log-style manifolds. However, using weld els you can create a manifold with equal length runners and custom placement of the turbo without the expense of mandrel bent tubing.
