looks like a plug for a headlight or somethin. wouldn't know why its up by the fuse box, tho.

Plug for OBC alarm horn. On some cars the horn was mounted up there by the hood catch, but then they moved it down to the brake duct area.

Ya the wiring diagram shows it as an unused plug, with the power to it tapping off the power that goes to the OBC horn. If you ever look at an early e30 they have a big cover there by the fuse box and have a horn mounted right there.

might also be for the windshield washer reservoir level sensor? do u have any check panel lights on?
