I use DC++ (dcplusplus.sf.net) here at my college. There's a UW-dorm-only hub that right now has about 275 people with 9TB. It's good for movies and popular music. Ask around at your college for which hub; my roommate told me about it. I get 100k/s to 10mb/s, depending on whose connected to me and the person I'm downloading from. Rarely do I get below 100k/s though.
