The smaller diameter allows a shorter distance traveled for the same degree of rotation
You have to think of the cog in the steering rack as a constant: it only responds to the degree of rotation.

A larger wheel = more leverage on the wheel = easier turning but for more distance to apply the same level of input on the steering rack.
A smaller wheel = less distance but also less leverage acting on the steering rack.
Just like gears on a bicycle, the numerically higher ratio gears are easier to pedal and move forward, but you have to input more revolutions to travel the same distance. The numerically lower ratio gears will travel farther per turn, but we require more effort to travel the same distance.Need parts now? Need them cheap? steve@blunttech.com

Hmm so in using my same example, of hand movement, you could move your hands LESS with the smaller wheel and equal the same amount of steering angle as if you moved your hands more with the big wheel.
