I think it was mostly the 318is. I don't think any of the 325i's were sold without fogs, but who knows. I don't see why it would be a problem with the rules - but if you were really desperate, you could replace the glass lenses with the polycarbonate replacements. Foglights with those can't weigh more than a pound or two.
