Paypal question - confirmed/unconfirmed address

im so confused. I already have my credit card info and everything, but still not confirmed.

I noticed that some eBay auction says, "confirmed addresses only"... but i dont really understand what this is. (yes, I'm new to paypal, eBay etc..)

Go to paypal.com, login, and click on help in the upper right. Then in the search field type in "how do I confirm my address". You will get the following results and can read through them further.
