Difference between Noob and banned??

Hey guys I ahve a question. I have noticed that some people with 0 or only a few posts will say banned instead of Noob. The reason for me asking is that someone sent me a PM on my stuff for sale and they were asking a lot of questions like my history on here my address and that they could only pay with CC or Money order. This all set off an alarm and I haven't written back. Anybody else ever get random PMs like this. I see that there are some people that bring back 3 year old threads by saying stupid shit like "My sister drives a ford"
