No it cant come down anymore. The exhaust is 1/2 inch from the floor.

And I like the two tone as it is, any lower and the car would be black with a white stripe.

It really depends.... when I first started I didnt get picky and I would use whatever I could find. Good front tires are essential though. On a stock car, 185/195 size tires will work great.

Now I'm currently rocking between 205-225.

By front rebar, I'm assuming you are talking about the sway bar? In that case, no I haven't. I have heard that it would help the oversteer, but e30s dont have a lot of understeer issues.
