Means your car will pass inspection and that the part in question is road legal....ish :) my german is far from perfect but I think that´s correct.
It seemed to me that the spoiler in question had confirmed to sections (or paragraphs?) 20 and 22 of some code or regulation and received a permit deeming it road-worthy.
the paper sheet is the German permisson to mount the spoiler on your car without letting the car get checked by an mechanic of the "German-TÜV" (http://en.wikipedia.org/wiki/T%C3%9CV).

Oh man, that's neat. Never seen a Zender 3-piece spoiler.
I've got all of the paperwork for my Zender body car and the BBS 2-piece wheels that came with it-- it's just like that bit you've got up top. Cool stuff.
