I love all of the low budget 24 valve comments..
To the OP-- 24 valve swaps (in my world anyway) are more expensive than a turbo setup for an M20. I feel like I got the 24 valve swap done on the cheap side and I've got about $5,000 in it (OBD1 S52). Still have a couple of odds-and-ends to tie up before it is track ready, but it is good enough for the street now.
TCD has a nice turbo setup for the M20 that runs $3,500. If I remember right, that is the non-intercooled setup. It'll give you about the same power as a somewhat hotted up S5x motor. Decisions, decisions.
BeirBrenner is right. The car is nice. Save up and do it right the first time. Make it clean. You'll be glad you did.

m50(from a totaled manual e34) from a neighbor(German car specialist)- he said 250 if I wanted it. this would include the, harness, trans(Getrag 250), ecu and throttle cable 170k on it.

E36 rad and hoses (salvage yard again)- 175
Ix booster, 40
e-fan= 250
So far: $820 with e28 mounts, using stock m50 header and a sledge hammer to shape things.
NOTE: A local shop had quoted me at 300 for the full exhaust.
W exhaust,$1120. But that is stupid.
I would re use stock e30 driveshaft with getrag 250, and m20 fan and fan clutch.
I don't know about NY, but as far as I know here in LA, a great m/s5x swap with all the extras on it will be about $7k according to how much Mariano paid when I asked him during our little gathering at his pad. Also, Jesse30 bought an e30 with an m5x swap at $2500 only to end up blowing the motor after a few months. e30polak invested about $7k also and he put a lot of the work himself too, but he's gone plenty of extras... I suppose I'll continue researching, but the numbers you provided sounds very attractive, however, too good to be true... I'll see what I can find and share it later.....
In the meantime, let's hear from the m/s5.x owners as far as what they have spent, so OP can gather a poll to start his research :)

My swap was under $1600 for a full swap.
525i $500 (sold $200 worth of parts from it)-$200=$300
ZF tranny out of a 2000 328i 40k miles on it with clutch flywheel $450
98 E36 drive shaft $100
E28 3.25LSD diff $100
E36 Motor mount arms $30
E28 mounts $50
E21 brake booster $45
Ebay headers $110
Misc shift bushings seals, gaskets, bolts, cooling parts. $200
I spent 8 months gathering all parts.

had i done my m30 swap right the first time like i pretty much did all over again last week this price is very reasonable.
I have about $3000 into my swap but i now have 4 heads, a b35 cam, b33 cam, and 2 b34 cams, i also have brand new just about everything aside from block internals.
If you pick up the right car, like the e28 that is now in my driveway you can part the car and just about pay for the swap.
and $1500 is very very reasonable if your careful about what you buy.

youd be surprised at the amount of bmw's near my house. there are 3 e30's, 2 e36's,
4 e46's(two are track cars.), 2 e34(525 and 530), 2 e90s, 1 e38, 1 e32.
all of them reside within a half of a mile of my house. but i live in a more affluent section of goshen and most of these guys are docs and lawers. the exception being the mechanic and myself.My feedback:
