Sounds like the PD, and or City got sued by someone for "entrapment" so they devised a method to place a sign everywhere, so if anyone pulls an attempt, they cannot use that to escape prosecution.
no, it is just a way to try to discourage car theft. it is out of hand in AZ. it is just scottsdale's way of trying to curb it. they DO have bait cars that they move around from location to location around the city, but they just post those signs anywhere that they have a problem with theft or there are large amounts of unattended cars for long periods of time

seems to have. there are cops in Chaperral park all the time though. there is a lot of activity there because it is a big park that runs right next to Hayden Rd (a major north/south road through Scottsdale) so if there are not parked there in the lot, they are waiting to get speeders on Hayden.
i have a freind who is a Scottsdale cop and he said they haven't had any cars stolen from there in over a year.
