Actually it's concrete. Cement (usually Portland) is one of the components that makes concrete. Basic formula for concrete is: Cement + Aggregate + Sand + Water = Concrete.

Perhaps the car is resting on the subframe and the front bumper? It's kinda hard to tell from the angle of the photo if the suspension has drooped the wheels all the way in. Still a messy cleanup.
