when this happens, someone will open up an exhaust shop that refits catalytic converters with easy access flanges on both sides. this way you have your DD cat which has nothing inside of it except loudness.....and then you have your emission cat for 'the big day'.
Kind of like a tuxedo, except for noxious waste gasses.

And we also have the tailpipe sniffer test, it's not that big of a hassle, and not hard to pass, I had a high flow magnaflow race cat on my 318 and still passed with my 24v. It was close but it's not hard to pass. Again, it weeds out the cars that are garbage and burning every fluid imaginable.
Essentially if your car is in pretty good working order you should pass, if not you can either fix it, or find a crooked mechanic to write you up a safety for a fee...1985 325e 2.8 Turbo VEMS
