Chrome OS is supposed to be a thin operating system to handle every day tasks that require small amounts of processing power and data throughput, like browsing the web, simple photo editing, chat sessions, and thin applications such as a CRM portal, Medical industry MRE software, and streaming media.
I can't really think of any problem with Chrome OS for use as a mobile platform either if you're using it on a true 4G network either, and like I said before anything gigabit rated or higher should have no problem 'pushing pixels' to and fro from your device.
Thin clients have been around for years, and most of the things you do on the web already operate as a thin client (think google apps) and have no problems with functionality with your shitty dialup modem all the way up to your crappy 10mbps comcast cable.
Chrome OS will be fine. Just don't try to edit your 850MB uncompressed TIFF's on a cloud located 26 hops away on a 56k modem and you'll be fine.
