    He has them listed as NEW when the back side is covered with brake dust and one wheel is obviously damaged.

    I just would not have bid, were the photos up? Prior to you bidding?

              Not sure, but doesn't that violate the eBay TOS?

              Can you sue him for publicly posting your personal info?

              Claim that you've been getting harassed at work by anon phone calls which is jeopardizing your job.

              Sue him for damages.

                That is correct. Once a bid has been made, the description of the item cannot be changed until the auction ends.

                Edit: He changed the description of the wheels after he re-listed the item which is perfectly fine and legal.

                The post made it sound like he changed the description of the wheels after a bid was placed and before the end of the auction, which is not possible as the eBay software won't allow changes to the description once a bid has been placed, only additional comments to the original description.

                Example:

                Description says "Rims are mint"

                Later, after a bid has been made, the seller adds a comment "Rims are mint, except one has a minor scratch on the inner lip from a wheel weight"

                The bidder can also retract his bid if the seller adds additional info that the potential buyer/bidder doesn't like, as in the example above.

                Bidder then retracts his bid. Gives the reason as being "Seller added additional comment(s) about the item after I had bid that caused me to change my mind - mainly that the inner lip on one rim was scratched which was not mentioned in the original description when I bid, but was later added as a comment by the seller."
