custom plates in NY do not have raised letering.....I would know.

It's true. Plus, the reflections on the lettering are too real to be photoshopped.

anything can be done on photochop with enough skill, but I dont think anyone would waste so much time on that though

That means nothing .

I've had plenty of tags where the whole image may be off center .
Also I've seen custom plates where the print quality was less than ideal .

Yeah, the regular issue plates are still stamped here in MS too, but the vanity plates are printed.
