My thoughts exactly. He enjoys being the boss and knew that trained military men would threaten his leadership and way of controlling the town.

So he murdered them and lied about it.

Ya if you watch the dork guy pours in every scene, but no one is drinking
plus early in the conversation they push the tea on her...
And while in the "lab" the governor mentions just how good the tea is

Theories of repopulation sound good but, I'm wondering as to why the governor wants to know about Rick and the others. Is he going to off them too, just to get their guns?
Also, what was up with all the heads chopped off, in the fish tanks?

If you read the comics or summaries of the comics you will understand the show better. I did and it has made me enjoy the show more.
Although you will know what can happen if you read the comics, you still won't know what will happen since they have deviated from the comics story line.
