I can't help but think after a high profile seizure or two, that law will end up being counter-productive.
I would think it increases the likelihood someone would try to outrun the police by quite a large margin, leading to a MUCH more dangerous situation.

I think they have had such law in California since about 2007, there was too many Fast n Furious ricers coming out of the wood works, racing on the freeways and endangering innocent drivers.
