Canadian beer is measured in ABV, alcohol by volume. American beer is measured in alcohol by weight. The same alcohol amount will have a greater number with ABV. (e.g., 3.2% abw is equivalent to 4.0% abv) Most Canadian beer is around 5% ABV.
And that law where you had to buy some food to get served booze is a pretty old law, I'm pretty sure it's been repealed in the last couple years. Our provincial gov relaxed a lot of those laws for the Olympics.
