You can totally visit coffee shops without being dutch. E30_325es and I were just there Monday night. He partook in some "coffee shop fun" while I had some beers. Both of us are American and we're pretty sure the bartenders were too. They didn't speak Dutch at all and there accents were spot on perfect.
