how about both? you can do a 5 speed swap for $500-600 and get a used catback for $200-300.
I am currently undertaking a 5spd swap that I started on Tuesday and I am looking at ~1600 total but that also includes the flywheel lightening + balancing, UUC DSSR, new driveshaft and replacing everything that could possibly wear out with the exception of the transmission internals. A 5-speed swap for $500 is totally possible but everything will be old, used, leaking, sloppy, and will likely need replacement in the near future.
Use $800 to buy parts car with 5 speed.
Tear down. Sell parts you don't need.
Use money to pay back what you spent on it.

I got my B35 + 5sp swap for my e28 for $800.
$800 for a good, basic, working swap isn't unachievable.
I would buy a parts car but I only have a basement and single car garage. I think I may finish building my air compressor and replace my cat and sensors. The cat is 350, plus 200 in o2 sensors.
Its an obd2 car. So far everything I have bought for it was and OEM part from one year or another, but always from BMW. I'd like to keep it that way for another 249k miles.
So I decided to finish building my air compressor. I bought a 1.5 hp GE motor for 70 with shipping and a single phase input to three phase output VFD for 152 with shipping. So far Im way under buying just a good branded electric motor locally. A single phase 1.5 from baldor or leeson is around the 400 dollar mark. Now the tank. I dont want to buy a used tank so I think Im going to run a small tank in the basement then hose out to a larger reserve in the garage. (My garage doesn't have power.)

with very few exceptions buying consumables from BMW is like paying Kershaw to install your FPR
