I sent this dude $200 august 18th for a rear valance.

I heard from him september 25th saying he doesnt have the part and might have to refund my money.

Messaged him october 18th asking for my money, he read the message, but gave no response.

what should I do here?

Contact paypal. there is a TON of this going around on other forums and I hope it doesn't catch on to the bmw world. nip this in the ass. Unfortunately it has been a long time and paypal may have the ass for you. Good luck.

Do what you can. From what I've been reading on these other forums where people stole thousands from selling turbo setups and such, a call to your local police department and a call to his local police department can yield a lot of information that can help you to get your money back. Well... to get you feeling better about not having your money...... ;)
