It's a very hollow plan.
-First of all, $5? If anything it should be like $1-$5 based on douchebaggery.
-Second, no one would pay. The only way to enforce it would be to ban the member till they paid their fine. Way too much to cover on this forum, it would take some serious devotion on the mods part.
-And third, wtf is a Revfest and how is this minuscule amount of money going to pay for it? If it takes place on the East coast, West coasters miss out, and vice versa. If it takes place in the midwest, everyone misses out because no one wants to go there. (jk)
