before moving to cali I'd never had anyone fuck with my car, house, anything..

3 years ago my car stereo got stolen, dash screwed up, etc
1 year ago my stereo got stolen again.. along with a bunch of shit, my favorite hat, CDs, just simple BS that pisses you off.
next day they came back and stole my car..
got the car back 2 days later, the day after that they came back and stole my hood ornaments and keyed it (had a club so the car wasn't stolen)

two weeks after that someone stole my bike seat.. then last weekend they came, cut the lock on my bike and stole it. WTF?

Seems a little random to be a hate crime, I'd be more inclined to believe it was someone who feels your or your family slighted them somehow. Usually hate crimes are more pointed so you know it was because of your ethnicity. If it has been the same person every time, it is random and long term enough that there isn't a stitch of evidence to come back to them which suggests they are a neighbor so there in it for the long haul. I'd seriously analyze every interaction you've had with neighbors and try to remember anything has been done that could be taken in offense.

Camera is the best solution really but if you are paying HOA fees, make those useless sods do something. Isn't that the point of the HOA anyways?

Update.
Really underestimated the power of sending a thorough, polite, and well-focused e-mail to the director of security.
In fact, they, along with the H.O.A, and Police dept. want to set up a meeting with my parents and me (not gonna be able to make it), but they have started a real investigation, and want to setup surveillance in either my old Peugeot, and the vicinity.

Restored a little bit of faith in society/enforcement.
