this would be real easy to do with perforated window vinyl. you can do a full color digital print on it and it's 100% legal in all states because it's just considered window tint.
there are 2 sizes, 60/40 (40% tint) and 50/50 (50% tint) both are a-ok everywhere. because of the short distance you're viewing it at i'd go for 60/40.
applying it to the inside will make the install trickier because it doesnt have the same rigidity that tint does. laminating it will make it more rigid and less prone to stretching. making for an easier install.
all that said, you cant really see out of the stuff unless your head is moving back and forth. it really just lets light in.
