Since there was no signature guaranteeing it was you driving or a sworn officer giving you the ticket it is technically not you. There will be no bench warrant or a point on your record.
Bench warrants are only issued when there is a court date, the date on the ticket was for you to pay them voluntarily.
No point on your DL because they dont know if you were driving or someone else.
It wont impact registration as well because someone else could have been driving your car and unlike other tickets like parking the registered owner is not liable for a moving violation.
No ticket received in mail = ticket in court system limbo.Comment

I like Arizona better for this reason. In Arizona photo tickets are not legally binding, they have 120 days to serve you via process server or peace officer, after that it is legally dismissed.

Not quite. This works in LA county, but not so much anywhere else. If the letter you receive is a notice to appear, then it is a legitimate ticket and you will receive a bench warrant for not appearing. They can also suspend your driver license.

Some police departments (including those in San Diego County) will send you a "Notice of Violation" instead of a "Notice to Appear". These have no legal binding, and are essentially just a piece of paper carefully worded to make you think that you've been issued a ticket. Basically they're hoping you'll just pay them money and move on. These don't go on your driving record.
