Excuse my disbelief and serious business, but 25mph is not a speed that would cause you to hydroplane. Not in a 3000+lb car.

That's also considered reckless driving in VA...or distracted driving, can't remember

Also, Anything limit+15mph or over 80 can be considered reckless in VA, this includes areas where the speed limit is 70

Actually, it's 20 over or 80MPH. On a 55MPH road, 75 is where they kill you.

20 over on general highways, etc, etc.

I've gotten enough reckless tickets on general roads to know.
