Does it only happen in windows or is it displayed like that during POST?
if it happens during POST then your GPU is gone. If everything looks fine but once you get into windows that happens then its probably a driver issue.

GPU is toast, your computers power supply can't handle two monitors, or if your running a DVI cable, they do this. I hate DVI cables, go VGA or HDMI preferably.

I'm talking about the wires themselves. I run a DVI on my HP monitor and a HDMI on my Samsung monitor. The HP (DVI) tweaks out every once in a while and I believe it's because of the cord-it doesn't do it with a VGA or HDMI, only a DVI cable.

            DVI:

            HDMI:

They might serve the same function, but physically they are different.

or its the interlink flex cable between the mainboard and the display.

              Most likely its the cable.

That's what I'm thinking. Gold plated HDMI ftw.

My buddy said his monitor tweaked like that when he used a DVI cable on his secondary monitor too. He switched to a HMDI for his primary and a VGA for his secondary monitor and it works perfectly now. Coincidence? IDK but they're $8 so might as well start there.

does the BIOS screen report on your laptop ?

and get a UPS, as power spikes are bad for pc's.
