I think they wanted to be caught

These guys blew up hundreds of innocent people, you can't rationalize their behavior.

Or they knew the area and felt safe there. They also expected Boston to close down city in searching for the bombers. ITs better to hide out in clear site in an area you clearly know than to run. As for this 19 year old escaping the massive search, its almost seems like he is getting some outside help, or is dead and has not been found. I dont think it would be that easy to move around when everyone on every corner knows your face and is looking for you.

Police report has Suspect #1 running over in car Suspect #2 in the get away. Maybe he just popped when getting ran over.
