"I Be PHD...ebonically speaking" - he's saying that he's a PHD, but since he couldn't fit it in a full sentence, he said it in a funny, qwerky way instead with 6 letters. So in a way, he killed 2 birds with 1 stone.
1. He said that he's a PHD...which is one of the messages he wanted to relay to the other drivers. 2. The other message is one of a comical, ironical sense. It's funny how a PhD is talking in that fashion, (hence, ebonically speaking on the license plate frame).
See, I think that it fits together like puzzle pieces. Because in actuality, it is completely indicative and inherent in ebonics to talk like you would if you were talking as the licence plate instructs.
Now, whether or not it's funny that a PHD is driving a honda, then the whole joke just went right over my head and I missed it....
My rambling, incoherent speech made NO sense whatsoever......did it... lol
